Rockland County and the Current Wicks Law Threshold

The original article discussed a proposal to raise Rockland County's Wicks Law threshold. Under the current General Municipal Law § 101, Rockland remains in the group with a $500,000 threshold for covered public building work.

The statute generally requires separate specifications and awards for specified plumbing, HVAC and electrical work when the entire cost exceeds $3 million in New York City's counties, $1.5 million in Nassau, Suffolk and Westchester, or $500,000 elsewhere. It also recognizes statutory exceptions, including Labor Law § 222.

Below the threshold does not mean no requirements

Section 101(5) addresses a sealed list identifying specified subcontractors and agreed amounts where separate specifications are not required, with approval requirements for later changes.

Confirm the public owner, work type, applicable statute, project cost and any authorized procurement exception before bidding. State contracts and particular authorities may be governed by different provisions. An old bill number or a nearby county's threshold is not a substitute for that review.
